You have to do research for yourself and your community (what kind of community is it that you want? How much time and effort are you willing to put it? Can you afford it and the costs of servers when your community expands? Is it a professional site or just a fun community?).
You have to look for yourself and find out which one bet fits you. I have used both boards and they have pluses and minuses on both sides, and it's hard to make a choice. Just pick the one that fits your needs, and don't listen to what other tell you in regards to which one they think is the best. That's the most important part.

IPB for small communities: OK
IPB for big board: headache, MySql errors all the way¡ (I need to say I haven't tried IPB 2.0, but 1.3.1 was with problems)

This is based on my experience a year ago. My site is now 100% vB-front page and the forums-and it is easy to mod because of the templates. I just moved my one year lic to an owned lic because frankly vB has easily saved me $160 in time that I would have spent convincing IPB+PHP nuke to do what I wanted them to do.
I repeat, I've only tried 1.3+ series
You really must try out both boards and see which one you like using most. Compare features, look, user friendliness, cost, support given etc etc..
Look at some threads on both boards. Take special notice of upgrades, problems users are having, staff helpfulness.. Really, whichever one you feel most comfortable using, I think will make your decision.

Honestly, it's best to look at both and find which one is right for you. We can't tell you which one is better because one, people tend to be more biased based on what they're already using, and two, it's their opinion.
