Jane has access permissions to private forums. Jane has a private forum which is hidden and requires a password and the known URL for her private forum to access it. In her private forum are posts containing the tag word "hello".
Jack also has access permissions to private forums. Jack has a private forum which is hidden and requires a password and the known URL for his private forum to access it. In his private forum are posts containing the tag word "hello".
Joe has access permissions to private forums. Joe has a private forum which requires only a password to access it. Joe has posts containing the tag word "hello" in his private forum.
Jane, Jack and Joe all belong to usergroup "PFP" (Private Forum Permissions).
Example one.
Jane logs into site to see what is happening generally on the board and sees main cloud with popular tags including the word "hello". Jane clicks on "hello" and gets 5 results.
Questions:
1) Of those 5 results, could 2 results be from Joe's private forum and 1 result from Jack's private forum because they contain the tag "hello" and Joe, Jack and Jane belong to the same usergroup?
2) If answer to 1 is yes, then:
2a) Could Jane not only see what Jack and Joe's posts are but in the case of Jack (he with the private hidden forum) could Jane also determine the URL of Jack's private hidden forum in any manner?

"Jane's Private Area" is closed to non-members of "Jane's Private Area" and contains numerous sub-forums. Jane sees cloud with popular tags including the word "hello". I'm confused, which is why I have the tagging system off.
So to ensure each private forum area is exclusive to the members of that private forum one creates a usergroup for each private forum?
The way I have it now is that private forums require either a password or a password and the known URL for that forum to access it. To keep things simple I created some new usergroups with access privileges to private areas if they know the password or the password and URL location for a particular private area.
If a user has permission to view private forums, but doesn't know the password or the password and URL of other private areas, will the tagging system display results for all private forums, allow someone to discover the URL of a hidden private forum somehow, or display results for all private forums but block access unless he/she knows password (but still display the hidden URL)?
Yes. You can restrict forum access by usergroup in your:
Admin CP -> Forums & Moderators -> Forum Permissions
Then you can choose to hide private forums with this setting:
Admin CP -> vBulletin Options -> Forum Listings Display Options -> Show Private Forums
You can also override this setting for individual forums:
Admin CP -> Forums & Moderators -> Forum Manager -> Edit Forum -> Show Private Forum

Access to each user's private forum is access ONLY to members who have either the password for that forum or know the password and the URL for a hidden private forum. For the purposes of this example, all share the same usergroup permission level of PFP (Private Forum Permissions).

Or because you don't belong to the usergroup with permission to access that private area?
If access denied only because you don't belong to that usergroup then a forum with a large number of private areas would also need the same correspondingly large number of usergroups, each private area having their own usergroup. This could become unwieldy.
The tags don't affect it. It's no different than searching for a specific thread title, where there are two threads with the same title and one is in a private forum. The search system will not show you the one from the private forum because you don't have access to that forum.

That is how I understand it for protecting access to private forums. But it isn't the access I'm thinking about for this example, it is the search result display of posts in a private forum when tags of the same name - "hello" for example - are used in multiple private and public forums.
But using the tag system I'm trying to understand if tags within Janes' private forum can turn up in a tag search in Jack's and/or in a tag search in "General Discussion".
Access to the actual post is controlled as you indicate in the quote above, but I'm more concerned with whether all posts containing "hello" are displayed when one clicks on "hello" tag and whether someone can see or determine the URL for a hidden private forum.
The way I understand it, tags in a cloud make it easy for members to see what is popular and to access the results when they click on a tag word. This is a terrific concept and works well for open forums.
I just want to ensure that what tags and tag searches happen in Jane's Private Area remains in Jane's Private Area and that clicking on "hello" tag in Jane's Private Area doesn't bring up results for "hello" tags in Jack or Joe's private areas or, heaven forbid, someone clicking on "hello" tag in "General Discussion" gets results from all private and public forums.
It isn't the access to the private posts/threads I'm wondering about. It is the display of tag search results including tags from private areas.
