We are having major server load issues during peak traffic hours. I know I'm only running 1GB of RAM currently, and only one processor. Would it make sense to upgrade to a dual processor server to lower the load, or would expanding my RAM on the current server by a GB or two make the difference we need?
I already have my server optimized per EVA's instructions.
Any insight?

While I've never used cPanel (so I'm not sure about this), having used control panels like Ensim ... if you are mainly hosting a busy vBulletin I'd get rid of any control panels and get a plain CentOS or RedHat server for that!
I'd also upgrade to PHP 5.2.1 (if that's possible without breaking cPanel) and install XCache or APC.
